The Value of Proactive Leak Detection: How ECWA Uncovered 1.24 Billion Gallons of Annual Water Loss Savings

Managing water loss across large water distribution systems can be increasingly challenging, especially when compounded by limited staff resources, constrained budgets, aging infrastructure, and harsh weather conditions.

To strengthen its water loss reduction strategy, Erie County Water Authority (ECWA) in Western New York implemented an innovative satellite-based leak detection program across its 2,500+ mile distribution network. The technology provided a system-wide view of the network, detecting potable water loss up to 10 feet below the surface and allowing the utility to prioritize inspections and repairs.

The results were significant: over 260 total leaks were identified accounting for an estimated 1.24 billion gallons of annual water loss savings. Over half of all leaks found were non-surfacing, meaning they would have remain undetected through reactive approaches alone. By gaining greater visibility into its network, ECWA was able to prioritize investigations, deploy staff more effectively, validate system conditions, and focus resources where they have the greatest impact.
